Seifer's come to suspect, for a number of different reasons, that life is all just a game. If it is, then he'd prefer it to be chess. He likes to think that he's a white piece, because white moves first -- as he does. He was always the first to do things back at the orphanage: the first to swim, the first to sneak out, the first to stand out in the rain (Squall copied that from him).
So it only follows that he be the first to make a move -- that he be the first to kiss Zell.
