They met in the dark street, eyes locking briefly and then sliding apart. Cloud looked at a point somewhere over Leon's head, Leon looked down at somewhere around Cloud's feet, and for a moment they were silent before, tentatively, they let their eyes meet again.
Cloud took a hesitant step towards Leon. He thought he thought something familiar there -- someone he would like to know. Leon saw someone who might be able to understand him, and it scared him to death as much as he wanted it.
It was gone as quickly as it had arrived; Leon's eyes dropped again.

Cloud didn't have the first idea about how to romance someone. But sometimes he felt like he might want to -- because there was Leon, lonely and empty eyed, as if he had nothing to do, as if he'd never had anything to do. Cloud was quite shocked by that part of himself that wanted to make Leon happy.
Another part of him thought about first dates, and soft-shy kisses, and he was tempted to drop the romance and just go straight for the kiss, because the mental image of kissing the silent man was so very, very sweet and tempting.

The first time he kissed Leon, it was pure passion. That was all it was. He was drawn to him by the dark in his eyes, by the light touching his hair, by the fact that without even saying a word to each other, they understood each other. They had perhaps three conversations since they'd met, and a few small exchanges, barely trying at all.
They tried when they kissed. Leon's fingers were tangled in Cloud's hair and Cloud's hands worked down Leon's back, pressing, smoothing, soothing -- the only words Cloud could find for that kiss were 'wonderful' and 'amazing'.

Intimacy wasn't words or even glances, it was laying there with their eyes closed. It was laying there naked, back to back, and trusting the other. It was a kind of trust that was more skin deep, trusting of lives, of dreams and nightmares, all the little things.
Intimacy was fighting back to back in the Coliseum, intimacy was the gentle brush of their fingers in congratulation and encouragement, when they won and when they lost. It was the time in the middle of the night when they would lay there and kiss, and hush all the noises of the night.

"I don't want to share you," Leon had said, with a jealous streak that Cloud had never seen in him before. Cloud hadn't known what to say, and the conversation had died, in the way their conversations did.
But Cloud thought about it. And came to a conclusion that had him going to find Leon.
"I don't want to share you either," he said, without preamble, and he kissed Leon hard, right there for all to see. Because Leon was his, Leon's soft kisses were his, Leon's desperate embrace was his, and everything he had to offer, whatever it was, was Leon's.

You've captured the silent understanding part of their relationship. It's wonderful to see because Leon and Cloud aren't the wordy type, and you so often see them written that way. They're more show-don't-tell.
These are short yet so poignant and just... GUH. Really well done. ^^
