Dorothy isn't good with words to begin with -- not like Relena is, not like a politician -- but it's not that she can't make the words sound sincere, it's that she doesn't have them. She can pick up a book of poetry and turn to the right page and it's Relena there in somebody's elses love, somebody else's words.
She wants to capture Relena in her own words. The honey of her hair and the way she smiles, the way she responds to a touch, all startled, innocent, the way she touches, knowing and careful.
