Squall hates Seifer because Seifer knows exactly the effect he has on people, and he uses it in all the wrong ways. Fujin and Raijin are drawn to him, instructors praise him, younger SeeDs look up to him, even if he can't even pass the SeeD exam, for god's sake.
Seifer's secret isn't really a secret. He just looks good, and he knows it. He's tall and blond-haired, and that smirk of his can make a girl into a little pile of gently wobbling jelly. It can make some guys the same way, and not always from admiration. He can wield a gunblade one handed, and some people think he could fight standing on his head. He couldn't, he's only human, but he still lets them think that. There's nothing he hates more than getting covered in monster entrails, but he frightens people like that, so he does it.
Seifer doesn't do a thing for Squall, and yet he's drawn anyway. Drawn to fight him, struggle with him, claw every minute of recognition away from him. And the more attention Squall gets from instructors, from other girls, from blond-haired pretty-faced Instructor Quistis Trepe, the more Seifer hates him. Showstealer.
Squall looks good, and he doesn't know it. And that helpless un-knowledge makes him more appealing. He'd blush if you told him you thought he was gorgeous. Or maybe not quite blush -- nothing so girly. He'd turn a little red and mumble 'whatever' at you. He trains honestly, not caring when he gets covered in grat goop. And he doesn't look exactly bad, even when he is.
It pisses Seifer off more than he has words for, and he can't admit it, because all the little cutting comments in the world wouldn't disguise his jealousy then.
