Because it's a goodbye, somehow that makes Terra feel a little bolder. Only a little, because the butterflies explode in her stomach at the very thought, and though she lies to herself and says it means less because it's a goodbye, the butterflies don't listen to her.
They wouldn't, really.
She kisses Locke lightly, just so it doesn't look as odd for her to kiss Celes, but she puts her arms around Celes as she didn't with Locke and hugs her briefly, and the kiss lingers for a moment.
Celes seems to understand, but she leaves anyway. Terra smiles anyway; it was enough.
