He doesn't need reasons.
A man without reasons is one to be feared, and he knows that. Kefka knows it well, one of the many thoughts that makes him smile, a little, sometimes, bitterly and coldly. He has no reasons, no reason to smile and no reason to kill, no reason to destroy. The only reason there might be is that he wants to, and he's not even sure of that. He simply does what goes along with his impulses.
Some part of him knows there's no way to say it's the right thing or even that he's simply doing what he wants to. He's too far gone for that, liking nothing, wanting nothing except maybe more power. And maybe he simply gets more power because it's there for the taking. There to be his.
There is some vague reason, perhaps, in destruction. To make people fear him, and to show them that nothing matters. With a god's power, nothing matters, nothing is permanent.
But Kefka is dangerous, and it all comes down to the fact that he likes nothing, needs nothing, wants nothing, nothing save power and that he can get for himself. He's a man, and more and less than a man, and he has no reason to do what he does.
